We are seeking a highly skilled Senior Program Analyst / Correspondence Analyst to join our team, with a focus on supporting the Office of the Assistant Secretary of Defense for Readiness (OASD(R)) in the area of Force Education and Training (FE&T). The selected individual will play a pivotal role in assisting with training, military education, program advisory, policy development, analysis, and mission support services.
Analyze science, engineering, business, and other data processing problems to develop and implement solutions to complex applications problems, system administration issues, or network concerns. Perform systems management and integration functions, improve existing computer systems, and review computer system capabilities, workflow, and schedule limitations.
This position is based onsite at the Pentagon, Arlington, VA.
Responsibilities
Policy, Administrative, and Operational Support:
- Draft and update policies emphasizing early planning for training and the incorporation of Human Systems Integration in acquisition programs
- Support the development and coordination of DoD Strategic Plans, Implementation Plans, and policy issuances related to military education and training
- Provide direct executive administrative support to high ranking civilian, miliary, and appointee personnel, including calendar management, to include all administrative information on all calendar events, and phone calls to included documented 5 W’s
- Coordinate and execute meetings, including senior-level engagements, ensuring all materials are prepared and follow-through on taskings is completed
- Draft, edit, and coordinate executive-level documents, including memos, staff packages, congressional reports, and briefing materials, ensuring alignment with OSD standards and guidelines
- Prepare materials for presentations, read-ahead packages, and other deliverables for senior-level meetings
- Provide additional administrative support as required
Correspondence and Task Management:
- Manage incoming taskings using the Correspondence and Task Management System (CATMS), ensuring timely processing and compliance with the SLAP (approval) process
- Ensure the accurate, concise, coordinated, and timely processing of executive correspondence (e.g. Congressional reports and/or briefings, IG and GAO engagements, FOIA, issuance) and ensure tracking and suspense completion of the correspondence.
- Ensure prepared materials and correspondence (power point briefings, read-ahead material, ghost emails, and other correspondence) are prepared formatted IAW applicable Assistant Secretary of Defense (ASD(R)) standards and guidelines.
- Provide content analysis for classified and unclassified correspondence addressed to the White House, Secretary of Defense, Congress, and other stakeholders
- Provide support in the training of FE&T personnel after they have received the official CATMS training
Records Management and Knowledge Support:
- Oversee records management and ensure compliance with congressionally-mandated Records Information Management requirements including: managing, organizing, and updating documents on division’s SharePoint site, with fluency to build and modify, to ensure the personnel have all the information, formats, and guidance needed in support of their mission.
- Implement congressionally mandated Records Information Management requirements
- Coordinate onboarding and training for new personnel, adhering to security and operational protocols[CH1]
Requirements:
- Active Secret Clearance required (Top Secret clearance highly desired)
- Bachelor’s degree in Business, Engineering, Computer Science, or related field
- A minimum of 8 years of relevant experience in a DoD or government environment
Preferred Qualifications:
- Certifications (PMP, SHRM-CP, Six Sigma)
- Prior experience supporting OSD or other senior DoD organizations
- Knowledge of Correspondence and Task Management System (CATMS) is highly desired, or similar systems, such as TMT or ETMS2
- Knowledge of OSD correspondence standards, procedures, and manuals (as applicable) is highly desired
- Proficient knowledge and experience in MS office products, MS Teams, Adobe, Outlook (and similar)
Knowledge/Skills/Abilities:
- Strong commination skills, honed time management, and analytical skills
- Adaptable and fluent in dynamic working environments that involve high ranking / senior leadership individuals with competing project deadlines
- Ability to use CATMS to the maximum extent of its functionality, to move actions efficiently and effectively, to include using the SLAP (approval) process, without printing documents to include all reviews and signatures electronically
- Ability to work on high-visibility or mission critical aspects of a given program and performs all functional duties independently
CATHEXIS offers competitive compensation packages to all eligible employees. The annual salary range for this role is $115,000 - $180,000. Please note that the salary information provided is a general guideline.
