IT Concepts is looking for an experienced Senior Business Analyst to support IT initiatives in the Veterans Health Information Exchange, Exchange Solutions Management (ESM) team. The Exchange Solutions Management (ESM) team documents, tracks, manages, and facilitates the implementation of IT needs for the VHIE Program Office. They work across all eight (8) VHIE Program sections to ensure traceability of requirements from conception to implementation, support annual multi-year planning efforts, strategic planning execution, and are the intermediary between VHIE business teams and IT VA teams or contractors.
Program Overview:
Veterans Health Information Exchange (VHIE) products are used by health care providers to seamlessly, and securely, access the information they need to coordinate Veteran Patient care. Electronic health information exchanges (HIEs) connect health care providers, care facilities, pharmacies, and labs to ensure care teams have the most up-to-date and accurate information to better treat patients. VHIE’s secure exchange system eliminates the need to send paper medical records by mail, or to carry your paper records to appointments with federal health care providers and/or participating external providers. VHIE’s Exchange Partner Management team provides support to external, non-VA providers giving healthcare to our Veterans and their families.
The ESM team is responsible for the sustainment of existing products, future initiatives, and innovations to expand health information exchange. This position requires strong project management skills, ability to manage and adapt to an ever-changing IT landscape, ability to assess options and provide meaningful recommendations to address project gaps, technical aptitude to working in an IT environment, great communication skills and ability to communicate to all levels of the organization as needed.
Job Description:
As an Exchange Solutions Management Sr. Business Analyst, you will:
- Provide project and program management support to VHIE Exchange Solution Management Program Manager and ESM Workstream Lead
- Develop and maintain detailed project schedules to include all tasks and dependencies associated with VHIE ESM initiatives
- Identify, track, and manage risks and issues
- Support the development of project status briefings, both recurring and ad hoc for all levels of the program (staff, councils, and senior leaders) as required
- Coordinate Annual Workplan, Objective and Key Results (OKRs), Project Charters, Work Breakdown Structures (WBS), Strategic Plans and other ad hoc data calls for assigned work teams and initiatives
- Facilitate reviews, capture feedback, and provide inputs to Task Order development and adjudication
- Develop relationships and work collaboratively with other VHIE work areas/stakeholders
Manage IT initiatives throughout the project lifecycle including:
- Providing meeting support, including scheduling, facilitating, preparing agendas, capturing meeting minutes, and conducting follow-up on action items
- Provide functional analytic support with the knowledge and expertise to identify, document and manage functional and technical requirements associated with VHIE products and new initiatives.
- Ability to identify and assess areas of potential risk and provide recommendations to change processes and/or offer other solutions for mitigation
- Provide inputs to Functional Design Documents, presentations, and Implementation Guides, as appropriate
- Develop project artifacts and maintain in SharePoint
- Communicate to project stakeholders, as appropriate
- Ensure technical teams provided accurate documentation supporting implemented requirements (e.g., architecture artifacts, user stories, deployment and post go live deployment plans)
- Review status and implementation reports produced by development teams for accuracy and completeness
Support the management of the full requirements management lifecycle for VHIE ESM program, including:
- Produce and maintain the Requirements Specification Documents/New Service Requests/Epics/User Stories for the VHIE Products according to rules established under the VA’s project intake processes
- Interview business stakeholders, and SMEs to ensure all business rules and requirements are captured correctly, representing content, workflows, and business rules
- Produce and maintain the Requirements Traceability Matrix (RTM) using VA approved tools; Verify input of all business rules and requirements into the requirements repository
- Support the maintenance of VHIE initiative repository and SharePoint
- Engage actively with Oracle Health, Department of Defense (DoD), Veteran Data Integration and Federation (VDIF), and VHIE Business teams to ensure requirements are captured, communicated, and implemented correctly
- Identify and communicate gaps in implemented versus requested requirements
Provide oversight and communication for VHIE Release Management activities, including:
- Collaborate with other Technical or VHIE project teams to obtain the necessary information to facilitate deployment activities per VA’s life cycle processes / release management guidelines
- Work with Oracle Health, VDIF and EHRM IO counterparts to sequence and track release activities for the business team; coordinated IT release support and production validation with appropriate VHIE teams
- Gain strong working knowledge of VHIE products, Joint HIE, VHIE Portal, HIE Reporting tool and others as needed, to test system changes and document business processes
Requirements
- Bachelor’s degree required or minimum of five years’ experience in health information exchange, understanding of external interoperability and electronic health records
- Demonstrated business system analyst experience that includes interfacing with internal and external customers and client relationship management
- Skilled in Microsoft Suite of Tools (Teams, Excel, Word, PowerPoint, SharePoint)
- Excellent verbal and written communication skills with clients and ability to communicate upwards with leadership
- Strong attention to detail and workplace organization
- Must be an initiative-taker; able to work effectively with limited oversight
- Value teamwork, demonstrate integrity and honesty, are passionate, innovative and strive for excellence
- Clearance Required: Must be willing and able to obtain a Public Trust Clearance

- Experience working directly with Department of Veterans Affairs customers / healthcare providers
- Experience with health information exchange technologies or networks, specifically Oracle Cerner, CommonWell Health Alliance, eHealth Exchange, Carequality framework
- Skilled in MS Project, Power BI Reporting, Clinical Informatics
