Navarro Research and Engineering, Inc. is recruiting for a Environmental Scientist-Environmental Compliance II/III, in Las Vegas, NV.

The Environmental Scientist - Environmental Compliance III performs activities and tasks in support of characterization and environmental restoration of hazardous and radioactive waste sites.
General Responsibilities and Knowledge Skills:
- Under limited supervision and guidance has the skill and ability to perform complex environmental compliance tasks including but not limited to: regulatory interpretations/evaluations, spill reporting, air permit tracking, RCRA waste management oversight, and supporting the field work at the NNSS
- Act as Environmental Compliance Specialist for Industrial Sites and/or Underground Testing Area projects. Conducts the following environmental compliance activities:
- Provide guidance to project management and onsite personnel for environmental compliance (e.g. regulatory interpretations, etc.)
- Conducts regulatory required and best management oversight inspections for RCRA, TSCA, and etc.
- Ensures documents are clear, concise, and conform to regulatory and technical requirements.
- Contribute to a positive work environment and participate in a team atmosphere.
- Train and mentor project staff as needed.
- Ensures records are accurate and always maintained.
- Provides input to project staff on developing procedures and processes that will ensure safety, efficiency, and compliance.
- Assists with task planning and preparation of work control packages. for the implementation of field activities.
- Supports Waste Management as needed (e.g. Waste Handler)
- Prepares and reviews environmental plans (e.g. NEPA Checklist) and documents for assigned projects.
- Conduct programmatic self-assessments
- Provides in-house training as required.
- Ability to recommend approaches for new and improved processes.
- Must be able to contribute to a positive work environment and participate in a team atmosphere.
- Ability to document and record work activities as required by Navarro procedures.
- Ensures documents are clear, concise, and conform to regulatory and technical requirements.
- Provides guidance to Company and field staff on developing procedures and processes that will ensure safety, efficiency, and compliance.
- Develops, implements and monitors corrective measures to minimize or eliminate non-compliance.
Skills and Certifications:
- Broad understanding of principles, concepts, and techniques in the field of environmental/civil engineering with knowledge of environmental and transportation regulations, and GPS techniques and procedures.
- Strong knowledge of 40 CFR 257 through 280, 40 CFR 761 and Nevada Administrative Code 444.
- Must have or be able to get certification in the following:
- Advanced RCRA Training (e.g. McCoys RCRA)
- Advanced TSCA Training
- CFR 1910.120 “HAZWOPER” 24/40 hour certification
- DOT training as needed
Requirements
- Bachelor’s degree in science, engineering or technical discipline and 10 - 25 years of experience in the environmental industry.
- Fundamental knowledge of mathematics, physics, chemistry, and science.
- Must possess reading, writing, and comprehension.
- Demonstrated computer skills, i.e. word processing, spreadsheets, email, etc.
- Must possess a valid driver’s license.
- Must be a US Citizen
- Must be able to obtain a security clearance, if needed.
- Familiarity with NNSS is desirable.
Working Conditions:
Office - This role reports to the Molasky office located in Las Vegas, NV. Work includes data analysis, data input, spill reporting, other technical/scientific reporting and other duties as assigned.
- Requires sitting for extended periods of time.
- Overtime may be required to complete assigned task.
Field
- Fieldwork could require extended workdays (up to 15 hours); occasionally requiring periods of overnight stays. Working outdoors under temperature extremes, both hot and cold.
- Must have or be able to qualify to wear respiratory protection.
- Fieldwork involves standing, walking, bending, and lifting up to 60 lbs.
- Field operations are typically based at the Nevada National Security Site (70 miles NW of Las Vegas, Nevada) other locations may be remote with considerable portions of the workday spent outdoors.
