Phasecraft is the quantum algorithms company. We are building the mathematical foundations for quantum computing applications that solve real-world problems. Founded in 2019 by Prof Toby Cubitt, Prof Ashley Montanaro and Prof John Morton, we are based in London and Bristol in the UK and opened an office in Washington DC in 2024, led by Prof Steve Flammia. In 2023 we completed a $17m Series A funding round led by leading Silicon Valley deep tech VC, Playground Global.
Phasecraft’s unprecedented access to today’s best quantum computers – through partnerships with Google, IBM, Rigetti, and QuEra – provides us with unique opportunities to develop foundational IP, inform the development of next-generation quantum hardware, and accelerate commercialisation of high-value breakthroughs.
As we continue to grow our US presence and explore new areas of research, an exciting opportunity has arisen to join our talented team as Policy and Research Grants Lead - Phasecraft US. In this newly created role, we are looking for a unique combination of technical knowledge and policy awareness to support our engagement with US Government Departments and funding agencies. This role requires a deep understanding of the US policy and funding landscape, in particular as applied to quantum computing, excellent analytical and communication skills, and the ability to work collaboratively with our wider team to help shape the response to opportunities for funding and collaboration.
Job Description
- Work with the senior management team to build and maintain relationships with key stakeholders including relevant Congressional Committees and Members of Congress, executing appropriations and policy making strategies.
- Develop and maintain relationships with Members of Congress and their staff. Serve as the single point of contact for engaging the Congress and developing a messaging campaign to educate and advocate for Phasecraft's capabilities.
- Lead the sustained engagement with key Government Departments and Funding Agencies (including - but not limited to- DoE, DARPA, NSF) and other partners, to help inform and shape policy decisions relevant to Phasecraft’s operations.
- Work with senior management and Research team to identify and take advantage of funding opportunities aligned with Phasecraft’s strategic research directions.
- With input from the Research team, lead on the planning and preparation of bids for research grants and contracts, including the interpretation of funding agency regulations and requirements, and compilation of bid documentation.
Phasecraft operates a hybrid working pattern. This role is based in Washington, DC.

Requirements
Essential criteria:
- Minimum 2 years of experience in Government Relations, External Affairs, Research Policy or related roles, preferably within a deep technology industry, funding agency or within the USG.
- Ability to explain complex technical concepts to non-technical audiences.
- Excellent communication skills.
- Ability to manage multiple projects and deadlines.
- Ability to quickly integrate and apply new knowledge.
Desirable criteria:
- PhD in Quantum Computing or closely related field.
- Experience in writing bids for research grants and contracts, preferably with key agencies (DoE, DARPA, NSF).
