IT Concepts seeks an experienced HRTS Program Management Office (PMO) Analyst to support the Sr. Program Manager of the Human Resources Transactional Services (HRTS) program that provides HR services for the US Agency for International Development (USAID). This role will provide critical administrative support for the operations of the eight teams and 85 contractors that provide those services. It will also have hands-on program management reporting responsibilities and executive-level management visibility. This is an excellent opportunity for a candidate with project management experience and a desire to grow skills in organizational performance measurement, employee performance management, and business process improvement.

Responsibilities:

  • Project Management
    • Maintain ITC program management materials
    • Compile project management reporting for the HRTS program.
    • Coordinate ITC staffing for HRTS program-specific new seats and backfills.
    • Work with HR and recruiting to identify internal and external candidates for HRTS positions.
    • Work with HR and recruiting to list external seats and vet candidates.
    • Assist in coordinating suitability and badging for new team members.
    • Coordinate team/center onboarding.
    • Work with HR and workstream coordinators to support ITC staff offboarding.
  • Team administration
    • Serve as the first point of contact for team members’ requests by responding to common requests and escalating high-priority items.
    • Support travel/expense process for HRTS team members.
    • Consolidate communications for team conflict management.
    • Support team performance management activities by distributing feedback forms and consolidating received feedback.
  • Communications & Coordination
    • Assist the Sr Program Manager and Project Manager in planning and developing all-hands meeting content.
    • Send team outreach and other communications related to program and client policy.
    • Support continuous performance improvement activities where needed.

 

Location: Hybrid in Washington, D.C.

Requirements

  • 3 – 5 years of experience supporting internal or external clients with operations management or administrative support.
  • Current project management certification is strongly preferred.
  • Experience developing briefings and communications for senior management.
  • Understanding of process improvement principles.
  • Understanding of operations and organizational performance measurement and reporting.
  • Knowledge of project/program management software and solutions.
  • Excellent verbal and written communication skills.
  • Experience interacting directly with clients.

Preferred Skills:

  • Experience in project management reporting.
  • Understanding of employee performance measurement and employee skill development principles.
  • Experience communicating with project and program managers, including senior management.
  • Bachelor’s degree or higher from an accredited institution.

Clearance Requirements:

  • Must obtain and maintain Tier 1 suitability / USAID Facility Access.
