Manager, Clinical Services

Starting Salary Range: $84,495 - $101,395

GGRC is currently hiring for Manager, Clinical Services. This role will oversee the operations of the Clinical Services department in providing leadership and overall organization, planning, management, evaluation and direction of all clinical staff to ensure that the healthcare needs of the individuals served are met with appropriate health and behavioral health assessments and guidance. Establishes consistent clinical protocols throughout the agency and oversees training towards compliance and clinical best practice.

This role offers a hybrid schedule offering the opportunity to work out of office in San Francisco, CA. This role will also require you to travel within the Counties of San Francisco, San Mateo and Marin. Occasional statewide travel to sites throughout California. Access to reliable transportation permitting travel to and between many different locations throughout the day to perform the outlined responsibilities of the position

What You'll Do:

Staff Management

  • Interview, hire, train, and supervise staff and key contracting positions that report through clinical
  • Provide staff with guidance and feedback on performance
  • Hold periodic staff meetings to disseminate information and provide opportunities for group feedback on operations
  • Develop and Manage workflow and staff time/work coverage, ensuring individual and unit goals and mandated timelines are met
  • Oversees that licenses are current and continuing education maintained
  • Supervises nurses and other clinical staff hired through Community State Staff program, staffing agencies and other contracted staff
  • Supervises related support staff

 Service Provision

  • Establish and enhance consistent clinical policies, procedures and practices for clinical assessment procedures for regional center eligibility determination.
  • Establish and enhance consistent clinical procedures and practices for the inclusion of designated clinicians in team meetings when services are determined or extended to assure that appropriate and quality services are provided to the person served.
  • Participate in assessments for both Early Start and Lanterman services as license allow
  • Provide case review as needed to ensure that the treatment plan is appropriate, services provided and case record documentation are of high quality and conform to agency policy and procedures, and practices and standards.
  • Review and keep current with the professional literature and trends with the diagnosis and treatment of individuals with developmental disabilities
  • Approve and sign consents to medical treatment for clients as needed
  • Establish and oversee contracts for specialized clinical services.  Review and approve vendor and contractor invoices and contracts as appropriate
  • Consult on end-of- life issues with families, providers and medical professionals
  • Review materials for and participate in informal meetings, Mediations, State level Fair Hearings as necessary
  • Effectively evaluate each clinical discipline
  • Establish guidelines for further diagnostic assessment as needed
  • Review legal issues and the associated clinical information critical to the proceeding
  • Responds to requests to participate in IDT meetings

Organizational Support

  • Review proposed laws, compliance and give input as necessary
  • Monitor new programs and new vendors who provide clinical services to assure basic competency
  • Assist with alternate or additional tasks as requested
  • Participate in special projects, and assist with additional duties or tasks, as assigned
  • Maintain all client information as confidential in compliance with the federal Health Insurance Portability and Accountability Act of 1996 (HIPAA) and the California Lanterman Act

Requirements

Education

  • Advanced Degree in Human Services disciplines such as Nursing, Nurse Administrator, or Clinical Nurse specialist related field
  • A valid clinical license practice in California and ability to maintain license in good standing is preferred but not required

Experience

  • 3+ years of experience evaluating and/or serving individuals with the developmentally disabilities required
  • 5+ years supervisor experience in a relevant field

Skills

  • Knowledge of legislative mandates and laws affecting the regional centers, including: the regulations regarding for Early Start and ongoing services the Probate and Penal Codes; Title 17 of the Welfare and Institutions code; and other regulations pertaining the developmentally disabled
  • Knowledge of principles of standardized clinical testing for evaluation purposes
  • Knowledge of budgeting principles and methods
  • Knowledge of principles and practices of management
  • Ability to convey standard business communications in writing and orally to convey complex information, and influence others and ideas in a clear, concise and professional manner
  • Ability to be able to speak in front of groups of community representatives
